Neglect Them
Nobody likes being ignored, and your island villagers are no exception. There is an invisible “friendship” scale between you and your villagers. When you’re in good standing, or best friends, with a villager, they will often interact with you more and sometimes even gift you things.
One thing you can do to get a villager to move out is simply by ignoring them. Make it a point to interact with the villagers you like while ignoring the villager you want to move out.
